Peer-review means that groups of experts examine a plan to see if what is known (the data) supports the proposed action. The Bush administration is allergic to any peer-reviewed science that doesn't support the policy that the administration wants to advance (in this case, increased logging in old-growth forest). Prediction; the Bush administration will ignore this inconvenient peer-review.
