Well, then there's a reason to ban quotas outright! Then officers wouldn't be able to lie about ticketing us due to quotas. Gosh, they may have to actually tell us the *real* reason for the ticket! Perhaps we could all use a serving of humble pie when an officer says "Well, you actually did threaten public safety with your actions. I'd be happy to discuss it further with you in court."
