They are going to need to boost their budget after the abusive tasering of a whiney man who was NOT a threat to an officer Gardner, still on leave. You do NOT have to sign a ticket in Utah, the officer wanted it to escalate so he could give Massey "a ride on the taser".
Colorado and California are LOVELY, with much better educated state troopers who don't spend time on speed traps.
