who's to decide where the balance should or shouldn't be. where i live, national forests won't allow you to ride on the main stream roads,and haven't for years, you've only got a small number of trails or side roads to travel on. so if you go camping and want to go ride your atv, you cannot just ride out of camp, because you aren't allowed on the road, you must load your atv up and haul it to a designated area. everything else is entitled to operate on these roads, it doesn't make sense to impose these type of restrictions on just atv riders. there are only certain ways to see your forest, hiking, horseback, motorcycles, and atv. i don't have a place to keep a horse, don't ride motorcycles, i hike a little, but i love to ride my atv, i don't see why i need more restrictions on my life style, i wouldn't want to impose them on yours. how often does the writer of the story get out to see the national forest? you impose an opinion in the way you write your story, but how often do you get out and enjoy it.
