I can't understand why #1 pay cuts would not permit all to stay working though at lower salary? #2 How come this is good for Payson and not the Federal Guvment???? Washington is booming.

Totally agree with your #2. Most places have overlap and it makes sense to "clean" now and then. My take is they start backing out programs or program increases in the order they were added until you meet your budget. The theory with that is if it was last to be added we did without it the longest and will miss it the most.
