Making parent's pay is a great way of having them take interest in where their kids are at.

I wonder how parents aren't more preventive in the first place. If junior hangs with the wrong crowd, has discoloured hands and an unusual supply of spray paint or markers and runs around a lot at night...

You can't place blame for teenagers tagging sprees on their parents. Those involved in tagging are old enough to know that what they are doing is wrong.
Punishment for tagging needs to be elevated to a degree that would make those thinking about it change their minds. Stiffer punishments along with public humilliation are needed.
Those committing tagging should not only clean their mess up but be forced to apologize to every citizen within that city where the offense took place.
It's all about personal choices and responsibilties to bear the consequences of ones actions.

Dang, I thought this was going to be a cool letter about a pair of parents who snuck out at night and went tagging around town. Would have been neat.

Having the kids punished is the only way to correct the problem but the parents shouldn't pay the price too. Problem is, the parents are to busy trying to pay for bills they can't afford so both mother and father have to work long hours at their jobs and because of this, there is no guidance at home. If mom and dad would start putting their kids first, there wouldn't be any need for punishment...with either child or parent.
