Our little tiny HFH affiliate down in Sierra Vista AZ built several homes that would qualify as green--with no outside grants or help. Just the great help from our local supporters and contractors and churches (mostly Methodist, Catholic, and LDS).
We built one Rastra house, one Poly-steel, and several that qualified as Touchstone energy efficient--6 inch walls, low-e windows, etc. Another house has solar electric panels, courtesy of our local electric co-op.
It can be done, even without outside help.
