Not only can you now drive under the influence of drugs or alcohol, you can alos drive asleep! No citations? Please!

You got to be kidding me. No citation?? Whats with that?? Where I live here in Pasco WA. I would have been locked up right away sleeping behind the wheel. Lets get with it over there in Utah this is not the 60's.
