While everyone laments low turnout it is the public's right to not vote, especially if candidates are poor and the races are boring. It is not like the press has not covered the crap out of the primary... daily updates on the Walker/Ellis scandal and the daily updates on how poorly Canon was doing in the polls. In fact the constant stream of stories about the candidates might have in and of themselves led to lower turnout.

The real reason for low voter turnout is apathy. No number of recruiting programs or other outreach efforts will change that.
