Mr. Carpenter lives on the east side of town and most likely works out of his home so that he is blinded to the need for the road. Those folks who have to use the freeway and other side roads to get back and forth to earn a living will be very grateful for other options than I-15 when the construction ramps up. After construction the connector road will still be a viable part of the commuting process because it offers alternatives.

Translation:
Bruce isn't concerned with the massive traffic jams that will waste time and gasoline for thousands of people who will have to find alternatives to travel during I-15 rebuilding; instead, he would rather put tax paying businesses and homes on that real estate that will help fill Lindon City coffers.
