My neighbors park all their cars in front of my house, three of them, leving no room for my husband to park his car. They have plenty of room in their driveway and in front of their home and I am really starting to get irritated...

Public streets are open to ANYONE to park their whenever they want. If my neighbor asked me not to park in front of their house, I'd tell them to take a hike. If you need more space to park, then move to a place with a big driveway.
