Why waste the time with grand juries? Once a person is arrested put him on trial and let the trial determine if a crime was committed. That is the purpose of a trial, all the indictments are useless and an injustice to justice. Not to mention all the days, weeks, or months of waiting as the criminal has been released after arrest and disappears. If law enforcement had cause to arrest then it should go to trial and no bargaining or amnesty for criminals or witnesses by prosecution on charges and arrests. That is for a judge and jury to decide, not one man (prosecutor) acting as judge and jury.
