Mexico can get the much of the same benefit of privatization by hiring oil experts / contractors to do the hard highly technical stuff. They don't need to turn things over to foreign oil companies.

Thanks for publishing this man's columns- always informative, enlightening and important (and ignored) Latin American issues are way more important than global warming nonsense
