Please tell me about the discrepency in the dates mentioned in the story and the copyright listed on the bottom of the music.

The article says that Perry completed the music and submitted it for approval in December (which was still 2007).

You can copyright your original material as soon as it is produced (created). "Approval" would have nothing to do with copyright.
