This has been a key challenge for landlords and tenents regarding energy efficiency improvements. The cost for efficiency is borne by the landlord, but the benefits go to the tenents with drastically lower energy costs. What's needed are mechanisms where both get rewarded. If landlords had more motivation to retrofit old buildings with green technologies, it would create jobs in the construction sector, which is typically the backbone of economic recoveries.
