Web retailers, states tussle over tax rules

It appears that it is hard for a state to charge a tax when there exists an alternative. This is what is great about America, having 50 sovereign states. I believe that is why so many get concerned with the Federal government taking over so many functions that the states used to perform. leaving only one choice. I guess one could leave the country but everywhere else seems to offer less choices.
