Does this mean the officer firing the taser now has to keep the taser prongs in his shirt pocket? Having one bullet in my shirt pocket has always worked for me.

What are you talking about? Accidents do happened on the job and believe me Cops have been tasered as part of their training to know what it feels like, so it's no big deal at all...
