Pretty easy to understand. Taxpayers are not going to get a bailout. Unlike DC we actually have a budget and if we don't live within that budget the power and gas get turned off.

Gee, what a surprise people actually not going into debt to pay for Christmas. This might actually be a good sign on the part of consumers.
