Cease-fire proposal welcome

If Hamas is so concerned with the well being of its people, can anyone tell me why they have decided not to accept this cease fire (that Israel has accepted in principle) which calls for Hamas to halt rockets and weapons smuggling?
The majority of people who have died in this conflict are Palestinias, not Israelis. Hamas has a lot more to gain from a cease fire than Israel does. Israel is better armed and will always win a military confrontation.
Maybe Hamas should stop with its terrorist tactics and spend its money on building homes, schools and other infrastructure for its people instead of using it to buy weapons to kill Israeli civilians. How about educating their children instead of indoctrinating with hate and sending them to be blown up as �Martyrs�
