Doctrine and Covenants: A say-all title

We were told today in Sacrament meeting by our High Councilor that the Stake
President said it was wrong to use D&C instead of Doctrine and Covenants.
Are you kidding me? This is NOT Church doctrine. No First Presidency letter on
this one folks.
