Plan to revamp school testing too creative, Bishop says

Switching one set of tests' for some others does little to change anything. Though the creativity is better than not thinking at all and assuming everything is great, though we rate terribly in 1st world educational progress.
Assessment should be done by the teacher after spending a year with these kids, they should know their progress not tests.
