Could this be the result of the "Red Bull" fire about 18 months ago?
Soil subject to intense temperatues is unable to absorb water (hydrophobiscity).
This means water in the burn areas runs faster downhill thanks to rain or rapid
snowmelt than it normally would.

Piling large amounts of dirt right next to the road for use in their
construction proejcts. Their Einstein-like engineers obviously gave no though as
to what might happen if rain should happen to fall ...

Utah Legislature for this.

Is it just me, or did anyone else think that the words "lengthy
project" in the lead paragraph implied that the clean-up would take weeks
or months, as opposed to a matter of hours?

Brilliant commentary on the piling up of dirt next to a construction project.
THAT IS THE PROJECT! A lift is put on and then compacted. Repeat. When
compleated, the hill will be more gradual and there will be more lanes for
traffic flow. I don't think this was just a rain storm. It was more of a
frog strangler or even in the cow on flat rock category.
