You all seem to think it's the guy on the list who is the problem only 3%-5% re-offend. I personaly like knowing where they are, for caution.
Look out for uncle JOE or grandpa FRED. I know from first hand experiance you don't trust your family just because they are family, thinking they would never do something like that always be warey of any friend or family member.

There are serious differences between someone who downloads a couple of pictures (perhaps innocently), an 18 year old having sex with a 16 year old, and some guy that does truly evil things with a 5 year old. A one size fits all registry brands stupid people with those who are really criminal.
Likewise, there are three types of kidnappers:
1. People who take their girl hostage and try and talk her out of marrying a guy they don't like,
2. People who take their child from their spouse, usually because of some court battle, and
3. People who take people with criminal intent i.e. ransom for money, or to play sick games prior to killing them.
Do you really think that those who fit the first two groups pose any risk to society, outside of their own family? Would you have the FBI hunting down members of the first 2 groups, threatening them with a possible death sentence?
I am simply saying guilty once does not equal guilty forever, or does it?
