I don't see how they were "unjustly enriched".
No matter how much some people dislike telemarketer calls, it was true as pointed out that anyone can permanently "opt out" of receiving any such calls, and since that is the case, the penalty seems pretty outrageous to me.
I wish I could get someone to hang up on me for that kind of money!

You are both obviously clueless. Yes, people can opt-out of telemarketing calls by putting their numbers on the federal do-not-call list. The problem is that companies such as the marketing firm that was fined DO NOT OBEY THE TELEMARKETING LAWS!

They use computerized robo dialers to randomally bombard telephone exchanges in the hope of some victim taking the bait. Besides the Dish Network pitch, we, the comsumers who are the victims of these law breakers receive calls for autowarranties and credit card interest rate reductions to the tune of dozens of calls per week.

We have all opted-out, and taht has not stopped these crooks. Yes, they are crooks. If they cannot respect our privacy and our telemarketing laws, then immediately, the legitamacy of their company is in question.

And yes Doc, they were unjustly enriched. They wasted the time of innocent victims, using a telephone that the CONSUMER PAID FOR!

Now that my speech is over, you can both go back to answering the telephones you preside over in your telemarketing call centers.
