How about proding a little bit on background on the person...I guess the title
is to be taken literally in name only.

Budget cuts? | 10:58 p.m. July 14, 2008
The County has not looked to the future to see what has come to pass in other
states as the housing crises ripens. With families being tossed out of their
homes due to the lending desaster (recently reported 1 out of 600 homeowners in
Utah) risking foreclousres, and most of the apartments in Salt Lake County do
not allow pets, and those who do require substantial pet deposits, pets will be
dropped of to shelters. With some people performing illegal evictions by
locking homeowners out of their homes and seizing pets (sometimes with a
judge's signature on an immediate occupancy order without the proper court
procedeedings), the pets are removed from the home without the occupant present.
Certainly the County can obtain judgments against these homeowners who are
already in financial urgency with trying to gather apartment deposits and first
months rent which can add up to over $3,500 in addition to moving and storage
costs. The Animal Shelter's budget will need quick re-evaluation.
