If the guy has a history of seizures, why was he driving? Is that history spread out enough that it is an extremely rare event (which, even then, is like rolling the dice)? If it is a fairly recent history, then is he driving on a valid license? At some point, people become too great a risk to be allowed to drive. A history of seizures sounds like this might, just might, be one of these.

My brother had one seizure, and was promptly put on medication and forbidden from driving for an entire year, until it was clear that he wasn't going to have any more of them. We had to drive him to and from work every day, and take him to the store and everything. So I'd assume that either they hadn't happened in a very long time, or he shouldn't have been driving at all.
