Apparently, instead of offering him an extension, they decided to let him play this contract out and then they can match any other team's offers next year?

He's not stupid, he'll be making at least 5 million a year when this contract expires.
You are actually right and wrong. Milsap is a second round pick and in the second round the contracts are not guaranteed. Which means for second rounders is that teams can cut them and not have to pay them anything. First rounders are guaranteed money based on where they go in the draft.
Second rounders are not guaranteed money unless a team decides to sign them. If they are signed there contract is structured still by where they went in the draft.(That is why Milsaps money is low) The only thing usually negotiable is for how many years which can be one and four.
This structuring was done to protect teams from paying lemons huge amounts of money much like the problem the NFL is having and trying to rectify.
