Boats to be inspected for harmful mussels

If they have intentions of stopping the intruduction of these critters they must
do a full inspection of all watercraft entering the resevoir. Random inspections
will not work, it only takes one boat to ruin the whole resevoir so why not have
an active 100% inspection? Otherwise, it will be futile, as the BORG say when
they encounter new species to take over a ship. All boats entering any resevoir
or lake in Utah should have a 100% inspection, if they have any hopes of
catching and controlling contamination of Utah waters. Otherwise, just go drink
your coffee and have a donut and let it all just happen.
