Why don't you go after the extortion that is the textbook industry? This tax break is small potatoes compared to what should be done.

BYU Students haven't paid sales tax on textbooks for over 25 years. Finally the state schools are doing what BYU has been not doing for years, that is charging students sales tax on textbooks. If you don't believe me, check your receipt on your most recent textbook purchase at the BYU Bookstore.
