The problem with this is that it will likely attract homeless people from other areas looking for a free place to live. 13,000 homeless people is alot for a state with the population of Utah. I am all for lending a helping hand but these apartments should not just be given for free. The only homeless people that should be in them are those who stay clean (off alcohol and drugs), and are working to make at least some sort of rent payment. If this is not required it will do nothing to break the cycle of homelessness that these people are in.

As I understood, this program will help resident to get a job, and 1/3 of their wage will go towards their housing. And also have case workers working full time at facility to help them with their issue. I believe this is better way of handling homeless problems.
