Lets see underfund growth for twenty years. Then throw a couple of bucks out and say we have to reduce class sizes by significant levels for most schools, and if you can't do it you have to return the money? I am sure districts will jump all over that. Why not just fund education instead of playing these little games. I know accountability. Where is the accountability from the legislature to properly fund programs to begin with? Remember these are the same people who have crafted a plan to allow the residents in the Salt Lake School District to help pay for the breakup of the Jordan School District.
