Excellent proposal. Could be tied in with the proposal to give tax breaks to non polluting energy production. Also essential to not limit it to existing technologies. Encourage creative innovation by wording the bill or rule to be inclusive of any and all new concepts/processes which may come to light in the future which do not emit significant CO2 nor produce nuclear waste.

I agree! The key benefit, aside from being clean, of renewable energy is that it is price stable. Coal is destined to face steep carbon taxes or restrictions, and natural gas prices have been quite volatile since Katrina. Utahns are destined to face significantly higher electricity prices in the near future without diversity of electricity resources. Developing wind power in Utah's rural communities will bring significant economic opportunities to landowners and rural school districts (via new property taxes).
