i think that incrasing littering fines will ultimatley change people think when
it comes to littering. The next time they decide to throw their garbage out the
car window or on the ground, they will hopefully think twice. This new law will
definitly help our enviroment be a cleaner and healthier place for all, if this
law is passed.

Raiding Fines will not do anything unless the law is enforced. The old fines
would have been enough to stop the behavior if they were enforced on a regular
bases when people do not tie down loads or toss wrappers out the window. The
new fines will have little additional effect unless the law is aggressively
enforced.
