Bountiful sets rules for workers who smoke

This rule is much easier than smoking in the U.S. military. They won't
even let them smoke in a government vehicle of any type, on the ground or in the
air. At sea the location and times are very restricted for smokers. So I guess
the Bountiful smokers have it pretty good.
