How can a town of 10-full time residents generate that many votes? Everybody
gets to vote 3 times?

I think it just means that 10 live there 365 days of the year, while others are
residents but maintain homes elsewhere for part of the year. For example,
people who are residents of northern Utah but have homes in St. George for the
winter.
