Wasn't Attorney General Shurtleff the one who wanted the State Board of
Education to implement the voucher program last summer?

Of course he was. He was exactly correct. Two voucher laws had been passed and
signed by the governor. The deadline date for implementation had arrived.
Since the referendum idea had not surfaced, it was only logical that the voucher
program be properly implemented.

President Valentine may support having only one set of Constitutional search and
seizure protections, but he will not be sponsoring the bill. (It would actually
need to be a resolution, not a bill, because the change would require a
constitutional amendment.) Typically, the Senate President does not sponsor
legislation.
