I don't care if someone wants to smoke. But I am really tired of so many smokers thinking the world is their ashtray.
Smokers, properly dispose of your butts. Carry a pocket ashtray. Use the ashtray in your car. But stop dropping your butts. It is NOT our responsibility to provide you with an ashtray within 10 feet of where ever you might finish a cig. If you are "mature" enough to buy and smoke cigs, be mature enough to properly dispose of your trash.
What makes us think littering laws will be enforced if we raise the fine?
I wonder how many citations have been issued for littering in the past year. Enforce existing laws and then measure the impact before making changes.
