I think the council should request at least a couple months of focused mayoral effort. On the other hand, maybe this will keep him occupied and away from dreaming up crazy schemes like selling SLC air space.
Rocky has always had grander ambitions than itty-bitty Salt Lake City. Recently his position as Mayor of this provincial town has just been holding him back. Those who think Rocky is going away just because he's out of office will be suprised.
This policy waver will just give Rocky a head start on taking his show to the national audience. Like many opportunistic politicians, he realises the opportunity here and needs to make hey while the sun shines. Can't waste time running a city. The anti-Bush, anti-business, blame everything on the US band wagon can't last forever (I hope). Basically he's telling us he feels he's wasting his time in this current mayor gig and is in a hurry to move-on(.org). If he bothers you now, just wait.
