Preservation board plans contest for Capitol ceremony

Please explain why this is not open to the public; and please explain why it is
restricted only to contest winners! This is in violation of the law. If I go to
this ceremony on Jan. 4th, does this mean I will be turned away because I
wasn't "Invited" What hell is wrong with you people?
