Maybe the freaking liberals can stop this ASAP! Why would be want to process OIL in the United States?

This article does not mentioned that the oil is trapped inside of sandSTONE rock, not "just plain sand." That's one of the reasons Alberta has been profitably processing tar sands for 25+ years and Utah has not yet started.
