WHAT WOULD BE THE EXCUSE FOR NOT COMPLETING THE MESS ON I-15 FOR SO MANY YEARS...RATHER THE MONEY WENT INTO A NEW HIGHWAY...THUS LEAVING THE ETERNAL MESS STILL LINGERING ON I-15?????
