Dixie eyes becoming a U. satellite

I think this is a much better way to go about it than what UVSC did. This would provide extra opportunity without the extra cost. Sharing things like e-learning departments and library resources make sense. Having the U operate certain elements make it easy to mix and match courses and programs over the two campuses.
