Where in the code allowing street vendors did it decriminalize urinating in public?

How about we get some of our cops to stop looking for people driving without seatbelts, and start enforcing laws that make a difference for our city? Our bike patrols are working, so let's expand them.

Oh, wait, I forgot the first rule of politics: Follow the Money. The city rakes in a lot more money from those seatbelt tickets than they could get from people who pee in doorways . . .so guess where the priority lies?
