Obviously, this is not true. The creation of a new city forms a new layer of government; it does not divide the county. When a new city is formed, the citizens of either the new municipality or those of the remaining county area do not terminate the terms of the elected county council members. However, the current law to create a new school disbands the entire board of education whose members were elected by school district patrons of both the new and remaining district. Also, a county does not cease collecting tax from the property owners of a new city. In a school district division, conversely, the remaining district is unable to collect taxes needed for new buildings from the residents of the new district.
Under the current law, then, the registered voters of the remaining district are disenfranchised of their constitutionally protected vote and scope of governance.
But what would I know. I am a lowly product of the west-side Granite School District. I am lucky I can read and write.
