On the specific date mentioned in the article, it isn't an extremely high chance. On the larger scale, if more isn't done quickly, the chances of a quake hitting and doing this much damage are huge. Unfortunately, the cannot predict a date for things like this - it just happens between certain long time windows, which Utah is currently sliding through right now.
