Which state has the lowest student debt?

Many experts are warning about the growing problem of student debt.
The Project on Student Debt ranked all states according to their average student debt for the class of 2010.
North Dakota is not included because there was not enough conclusive data, according to The Project.
The following is a list of where each state ranks.

How in the world was this score... Hawaii has a lower percentage of people with debt, on average debt difference is a rounding error difference? I would love to see the math behind this.
Next time, how about one nice table of numbers instead of 50 pages? It would be a lot easier to compare the numbers, and it would save you and us a lot of time.
This makes no sense. Wyo has 48 BA granting institutions but Missouri has only 18?
What is the definition of BA Granting Institution. It would seem pretty straight forward, but they list Ohio as only having 7. It took me all of 15 seconds to think up 12...and I know there are a whole lot more.
I like how the title is "which state has lowest student debt" but somehow the District of Columbia made it on the list. Can anyone say identity crisis? DC is not a state.
hard for me to believe Utah has the lowest student debt. Maybe there are more that are still at home and attending college. I cant beloved they couldn't figure it out the info for northmakota. There is the main university In grand forks but there are other colleges as well. There is also more than one university in south Dakota that has Ba. I think if the info for north Dakota was available they would probably be first.
