Pretty disturbing stuff and I don't think a few snips edits would give it an "R" rating.
Except for Keitel's performance, the movie is just so-so. Not bad but not that great either. Keitel, however, is amazing. I wouldn't recommend it to very many people. If you are LDS and active, I wouldn't recommend it at all.

AS A DIGRUNTLED,GRIZZLED,WACKO COP WHO IS DETEMINED TO
DESTROY HIM SELF BY ANYMEANS NECASSARY,HE DELIVERS SUCH A
VIVID PORTRAYAL OF A DEGENERATE TAHT YOU ACTUALLY BELIEVE
KIETEL IS TRULLY THIS WAY OFF SCREEN ,SOME SCENES MAY BE
OBJECTIONABLE BUT THATS WAT MAKES THIS ONE OF THE MOST
INTRIGING FILMS EVER MADE
