Paul Harvey was famous for his "The Rest of the Story." A second take to highway bullying is: Utah does have signs posted on the freeway that say "slower traffic move right — it's the law." This sign does not add "stay here as you are going the speed limit" or "you have as much right to this lane as the next person." Is the person who insists on staying in the left lane "in spite of the speed limit" also being a bully to those behind? Both parties are breaking the law and the courteous thing to do is "get along."
A second issue is the middle lane. On many sections of freeway, large trucks are not allowed to use the left lanes and when you stay in the middle and are going slower than traffic in spite of the speed limit, you are required to move to the right to allow the truck to continue his journey.
