The fact that the Canyons School District board makes land available to the LDS Church for its seminary program does not necessarily indicate a "special relationship" between the board and the church. I am sure that hundreds of students in the new high school will be participating in the LDS church's seminary program there.
If the Summum religion can show that it will have similar numbers participating in its proposed program, then it should be given similar consideration. As far as I can tell, since the organization does not disclose membership numbers, this would not be the case, and to provide it with the treatment it requests would create the exact "special relationship" for Summum that it is complaining about.
