COUNTY DECLINES TO FILE CHARGES IN KIDNAP AND ASSAULT CASE

Salt Lake County prosecutors have refused to file charges against a Salt Lake man arrested last weekend in connection with an assault on a 23-year-old woman.

Police detective Pat Smith said prosecutors don't believe the case is strong enough against Paul Robert Rubey, 61, 968 Military Drive, who was booked into the county jail Saturday for investigation of kidnapping and sexual assault.Smith investigated the story of the woman, who says a man took her to a vacant apartment at 127 S. Eighth East, held her there for two days and sexually assaulted her.

Rubey, who says he is a self-employed television producer, was the subject of a Deseret News story last September concerning operations of a loan business he ran called Financial Services. Shortly after the story appeared, police arrested him on a fugitive warrant out of Los Angeles County charging him with violating probation.

That probation stemmed from a 1976 conviction for lewdness with a child. California police accused Rubey of enticing young women by promising them parts in movies.

For several years, Salt Lake area police have been investigating him in connection with similar "sex by deception" scams.
